Coverage

What the record holds

Every source on this page is either loaded through the audited pipeline and approved, or listed as a gap with the reason. Counts are read live from the published record; nothing is estimated, and a gap is never shown as a zero. The electoral record has its own coverage page.

Places, people, parties and projects

How much of each part of the record is published, and how much of it is connected to a place, a ward or a map

Provinces, municipalities and wards
  • Provinces drawn: 8 of 9
  • Municipalities drawn (2021 boundaries): 213 of 213
  • District municipalities drawn: 0 of 44
  • Wards drawn (2021 boundaries): 4 468
  • Wards on the record, every delimitation 2000–2021: 20 786
  • Voting districts (listed by code): 23 147
  • The Western Cape outline is not drawn from the provinces file: its official geometry is invalid (a self-intersecting ring) and is not repaired; maps draw it from its municipalities and say so.
  • District municipalities are listed and linked, not drawn.
  • Wards of earlier delimitations are listed by name and code only and never drawn on the 2021 map; no official crosswalk links wards across delimitations.
  • Voting-district areas of the 2021 delimitation are not on the record; the 2026 delimitation's areas are held separately for the 2026 election.
  • Streets, suburbs, towns and addresses are not on the record: no approved street or locality dataset is held, so a street is never assigned a ward. Find My Ward locates a point the visitor chooses against the ward boundaries.
Voting stations
  • 2021 stations (the stations the 2021 results were counted at): 23 145
  • — linked to a ward through their voting district: 23 145 of 23 145
  • — with published coordinates: 0 of 23 145
  • 2026 published station-list entries (approved): 0
  • 2026 station locations (approved): 0
  • No station has coordinates on the record: the 2021 results files give a station's name and voting district only, and the published 2026 lists give addresses without coordinates. Coordinates are never derived from a name or a free-text address; an authoritative coordinate file must come from the Electoral Commission.
  • The 2026 station lists are captured but not published: their election, delimitation and source approvals are pending, and a 2026 address is never attached to a 2021 station.
Representatives and office-holders
  • People on the record: 17 785
  • Current roster listings: 4 776
  • — ward councillors (IEC published list): 4 044
  • — Members of the National Assembly: 395
  • — members of provincial legislatures: 224
  • — NCOP permanent delegates: 54
  • — national executive: 59
  • 2021 wards with a current ward councillor listed: 4 044 of 4 468
  • Candidacies (candidate lists): 18 396
  • People with an approved portrait: 443 of 17 785
  • 424 wards of 2021 have no current ward councillor on the published list; that is a gap in the list, not a statement that the seat is vacant.
  • Mayors, speakers, whips, mayoral committees and PR councillors are not on the record.
  • Rosters of the Gauteng, KwaZulu-Natal, Limpopo and Northern Cape legislatures are not captured; every roster is as at its retrieval date, not historical.
  • Portraits are shown only where an official source publishes them with a recorded usage basis; everyone else has the designed fallback.
  • Council minutes, attendance and votes are not on the record: no council's minutes have been captured.
Parties
  • Parties on the record (as the official results name them): 721
  • — with an official logo: 630 of 721
  • Manifestos on the record: 9
  • — parties with a manifesto: 8
  • Searchable manifesto pages: 299
  • Manifestos are a party's own words, kept apart from the official record; only the 2024 national manifestos of some parties are held. Local-election manifestos are not yet sought.
Infrastructure projects
  • National projects (vulekamali IRM): 81
  • — placed in a province, municipality or ward: 51 of 81
  • — placed in a 2021 ward by a published point: 49 of 81
  • Published project points: 52
  • Provincial and municipal project registers are not acquired. A project's stage is the stage the feed states; an award or a budget is never taken as proof of completion. Project photographs are not on the record.
Analysis, fact checks and the public record
  • Published analyses: 0
  • Published fact checks: 0
  • Published public-record matters: 0
  • Published corrections to the record: 0
  • Court cases on the record: 0
  • Nothing editorial is published without a human editor's approval in the Desk; drafts and matters awaiting review are not public and are not counted here. No third-party article is reproduced.
Verified profiles and statements
  • Verified profiles: 0
  • Published profile statements: 0
  • A verified profile confirms who runs an account, not that its statements are true; statements are kept apart from the official and editorial record.
Citizen reports and service delivery—
  • There is no service-delivery reporting workflow yet: the site's submission routes take disputes, corrections and responses about a record, stored privately for review and never published as sent. No pothole, streetlight or water report is on the record, so none is shown on the map or in search. The absence of reports is not evidence that a service works.

No official source links a project to a tender.

Of 782 notices whose organ of state no listing feed names, 668 were named from the portal's own OCDS releases (the release's buyer id equals the notice's department id); the other 114 are held back rather than attributed to an invented name. Two more status feeds returned server errors.

A refusal is recorded as 'not retrieved', never as 'no award'. Of 996 awards with a contract, 990 disagree with it, most often as the contract value with one to three extra digits (a decimal separator apparently lost at the source). Which figure is right is not established: values are shown as published with their status, and award values are never added up. Award dates, contract variations and payments are not published on the portal.

How to read a gap

“Captured, not loaded” means the file is held locally with its fingerprint and awaits review. “Not on the record” means no official dataset has been obtained; it is never shown as zero. Where a source refused a request (an HTTP error), the record says the item was not retrieved, not that it does not exist. Three layers stay separate throughout: the official record as published, what an account holder says on their own workspace, and what Mandate SA’s editors have assessed with evidence.
