Boundaries and comparisons
Areas of the 2021 municipal delimitation; boundaries held (Municipalities 2021 (MDB), Provinces (MDB, as in force for the 2021 local elections)).
Nationally and by province this election compares with every other national & Provincial election. By municipality: no other election is on the same delimitation, so municipal results are listed per election and never side by side. Wards are compared only within one delimitation.
About this record
Coverage, limitations, source issues and how the figures were checked
What the record holds
- Municipal areas are the 2021 municipalities (in force on polling day), so this election's municipal results can be mapped on the MDB 2021 boundaries.
- Candidates: the IEC's final candidate lists as at 10/04/2024 08:30 — national, regional and provincial lists of every party, and independent candidates on the regional and provincial ballots. 10 085 people.
Historical context
- The first national and provincial election with three ballots: the National ballot (200 National Assembly seats from national lists), the Regional ballot (200 seats from regional lists, one region per province) and the Provincial ballot (provincial legislatures). Independent candidates could stand on the regional and provincial ballots for the first time.
Source issues
- On the regional and provincial ballots the IEC's voting-district files list each independent candidate as an unnamed line, "INDEPENDENT". The lines cannot be told apart from one voting district to the next, so their votes are stored as ONE combined line per province, never split or attributed. The IEC's results report names each independent candidate with their provincial total; their sum is checked against the combined line.
- The voting-district file and the IEC's results report (IEC 2024 National Election — Detailed Results, National ballot, all provinces (PDF), results as at 21/06/2024 01:51:28 PM) differ in 56 of 616 figures, all in Gauteng (valid votes: file 16 078 093, report 16 077 342). Eastern Cape, Free State, KwaZulu-Natal, Limpopo, Mpumalanga, North West, Northern Cape, Western Cape, votes cast abroad agree exactly. The figures shown are the voting-district file's, as published; the report most likely reflects later corrections. Not adjusted; to raise with the IEC.
- The voting-district file and the IEC's results report (IEC 2024 National Election — Detailed Results, Regional ballot, all provinces (PDF), results as at 21/06/2024 01:51:28 PM) differ in 50 of 530 figures, all in Gauteng. Eastern Cape, Free State, KwaZulu-Natal, Limpopo, Mpumalanga, North West, Northern Cape, Western Cape agree exactly. The figures shown are the voting-district file's, as published; the report most likely reflects later corrections. Not adjusted; to raise with the IEC.
- The voting-district file and the IEC's results report (IEC 2024 Provincial Election — Detailed Results, all provinces (PDF), results as at 21/06/2024 01:51:28 PM) differ in 52 of 660 figures, all in Gauteng.
- The national file has 1 line that is not a candidate row (page 62: “JA” — not a candidate row); not loaded.
- The regional file has 1 line that is not a candidate row (page 49: “JA” — not a candidate row); not loaded.
- On the provincial lists, 5 entries repeat a person already on the same list (e.g. PAN AFRICANIST CONGRESS OF AZANIA — provincial: ec-eastern-cape, order number 58; PAN AFRICANIST CONGRESS OF AZANIA — provincial: wc-western-cape, order number 42). The first entry is shown; the repeat is recorded, not loaded.
- On 43 provincial lists some order numbers are missing (e.g. hope4sa provincial gt-gauteng: 10; actionsa provincial kzn-kwazulu-natal: 33). Positions are shown as published.
- The provincial file has 1 line that is not a candidate row (page 73: “JA” — not a candidate row); not loaded.
How it was read and checked
- Election date: Polling day as proclaimed by the President (Government Gazette, 23 February 2024; gov.za media statement of 23 February 2024).
- Results are stored for each municipal area (and for votes cast abroad) as sums of the IEC's voting-district rows; the number of voting districts summed is stored with each figure. Voting-district detail is in the official file (SHA-256 recorded) but not loaded (storage policy, DATABASE §8.2).
- A person is one entry per distinct name and partly masked ID number on the lists, so two different people with the same name stay two people. The masked ID number is personal information: it is used only for that, and is neither stored nor published. A candidate list is not a list of who was elected.
