Tenders and procurement
Tender notices as organs of state publish them on National Treasury’s eTender Publication Portal, each with the status the portal itself lists — advertised, closed, awarded, cancelled or withdrawn — and, where the portal’s open-contracting release states them, the supplier awarded, the award value and the contract. A notice is one record however many feeds list it; a tender value, an award value and a contract value are three different figures and are never added together.

How procurement records are kept
Each notice is one listing record of the portal, loaded through the audited pipeline and approved before publication, with the status the portal published on the date shown. Awards and contracts come from the portal’s open-contracting (OCDS) release of a tender, exactly as published: the supplier’s name as printed, the value, the contract reference and period. A refused release means the award was not retrieved, not that none exists. Mandate SA never infers an award, a winner or a payment, and never links a tender to a project on a name.
